INTENSIVE WRAP SERVICE PROGRAM
The Intensive Wrap Services program is designed to assist children in environments in which they are currently having difficulties (i.e., school, home, foster home) rather than moving the child out of their environment. The goal of the program is to maintain children in the lowest level of care possible without jeopardizing the physical and emotional safety and stability of the children and their families. If children are unable to succeed in this program, the next step is usually residential care or hospitalization.
The target population for the Intensive Wrap Services program includes children, under the age of 21, who have a diagnosable mental illness; and, who are either full-scope Medi-Cal eligible, can become covered under Medi-Cal, or are in the state Healthy Families program. Intensive Wrap Services are specifically designed to meet the needs of seriously emotionally disturbed children who are:
- at risk of residential placement or psychiatric hospitalization,
- in out-of-home care who need assistance transitioning into their biological family or other setting,
- in foster care, relative care or residential care who need mental health treatment to stabilize the placement,
- at risk of placement due to school failures, and
- at risk of being placed outside their biological home.
An individualized assessment is completed and a service plan is developed for each family, including treatment milestones for the referred child. Each child is assigned a multidisciplinary, intensive service team. FamiliesFirst embraces a strength-based philosophy as services are designed to reflect the individual needs of children and families. Emphasis is placed on helping families develop skills that will remain with them when the intervention is over. This also includes individual and family therapy. Therapeutic Behavioral Services are offered in some programs for eligible clients. Services are available 24 hours-per-day, 365 days-per-year. Services are time limited (varies per location), but are intensive. Children and families are ultimately linked with less intensive services as they develop the ability to utilize community and self-help resources.
The agency’s in-home mental health contracts with counties are administered under federal regulations for EPSDT (Early Periodic Screening, Diagnosis and Treatment) and Medi-Cal Services. EPSDT funded contracts are negotiated on a cost-reimbursed basis with participating counties. The agency has entered into new or expanded contracts with counties in every year since EPSDT services were initiated in 1996.
