OVERVIEW

Residential Treatment services provide a safe environment for children who have been maltreated or at at-risk of abuse or neglect. FamiliesFirst operates three programs that fall under the area of residential treatment services. These programs are:

The Department of Social Services Rate Classification Level (RCL) system categorizes residential treatment programs by level of care required and corresponding level of payment allowance. The Residential Treatment Programs and the Rose Manning Youth Shelter are certified for and operate at RCL 14, the highest classification level allowed in California. Children placed in these programs have been diagnosed by a licensed clinical psychologist as severely emotionally disturbed and are certified for placement by the mental health interagency placement committee in the referring county. The majority of children in the program have histories of abuse and extreme behavioral difficulties.  The Yolo Crisis Nursery operates at RCL 12 and is a group home which provides a temporary home for infants, toddlers and preschoolers of parents who are unable to cope during times of significant stress.
